profile.jpgIn 1967, David L. Stephens founded a new business in his hometown of St. Catharines, Ontario, under the name D.L. Stephens Contracting Niagara Ltd.

By 1982 it had purchased the remaining assets of Capital Paving Inc., and moved its operation to Puslinch Township, where Capital Paving's head office is still located.

Its 100-acre site is home to a state-of-the-art CMI STD 400 combination asphalt plant, a fully staffed Class B and C certified lab, and a full fleet of impressive equipment. A fully computerized crushing and washing facility, designed exclusively by in-house personnel, can be found at Capital's Wellington Pit.

In 1999, David Stephens turned the company over to his son Geoffrey, who runs the day-to-day operations along with his brothers-in-law, Larry Wilson, P. Eng, and Jim Kelly, P. Eng. Each of the management partners takes an active role in the industry. Geoffrey Stephens is Director of the Ontario Road Builders' Association, Larry Wilson is Incoming President of the Ontario Hot Mix Producers Association, and Jim Kelly sits on the board of the Conestoga Heavy Construction Association.

As the only company in the province to have won the Ontario Ministry of Transportation's prestigious Paver of the Year Award three times (2000, 2006, 2008), Capital Paving is living up to its reputation as one of the finest paving companies around. With the undertaking of major highway contracts, aggregates and concrete operations, Capital Paving is proving itself a major player in the road-building business.

Now, with more than 130 full-time, part-time, and seasonal employees, and three full-time paving crews, Capital Paving is experiencing unprecedented growth.

Building on an already strong foundation, Capital has spent the past three years in partnership with Development by Design, to help execute its Vision Goals. This company-wide initiative gives employees the opportunity to help shape the future of Capital Paving, by investing their time to design and implement company-wide strategies for business success.  Together, the team continues to make Capital Paving the best aggregate/road-building company to work for in Ontario.  A testament to the success of this program has been the recent honour of receiving the 2009 PRISM Award from the International Coach Federation-GTA Chapter.  This award recognizes organizations that have created excellence and enhanced business performance through their commitment to coaching as a leadership strategy.


Company Timeline

1967 - Mr. David L. Stephens founds D.L. Stephens Contracting Niagara Ltd.

1982 - D.L. Stephens Contacting Niagara Ltd. purchases the remaining assets of Capital Paving Ltd. and moves the operation to Puslinch Township.

1998 - Capital Paving purchases a state-of-the-art CMI STD 400 combination asphalt plant.

1999 - Capital Paving opens a new aggregate operation which features a fully computerized crushing and washing facility.

1999 - Geoffrey Stephens is named President of Capital Paving Inc. Larry Wilson and Jim Kelly become Vice-Presidents.

2000 - Capital Paving wins Paver of the Year Award from the Ontario Ministry of Transportation.

2001 - Capital Paving sends two 400 kva generators out of province to aid in recovery after the Quebec Ice Storm.

2003 - City of Guelph Power Failure Crisis - Capital Paving shuts down operations for three days to provide the municipality with generators for after-hours use in the city's sewage treatment plant.

2003 & 2007 - Capital Paving wins the prestigious Trillium Award from the Ontario Hot Mix Producers Association for excellence in hot mix asphalt operations.

2003 - Capital Paving receives the top safety award from the Conestoga Heavy Construction Association for its outstanding industry safety record.

2006 - In partnership with Dufferin Aggregates and a team of local organizations, Capital Paving embarks on a community project to restore a breeding ground for brown trout. Capital is the recipient of an Environmental Achievement Award for work on this project.

2007 - Capital Paving wins Award of Excellence from Ontario Stone, Sand & Gravel Association (OSSGA) in recognition of our commitment to continued improvements in Progressive Rehabilitation, Property Enhancement & Community Relations at our Wellington Pit Operation.

2008 - Various Ontario Stone, Sand & Gravel Association (OSSGA) Awards received (Wellington Pit & Whistle Bare Pit honoured to yet again receive Progressive Rehabilitation Awards as well as a Community Relations Award  for Wellington Pit).

2008 - Capital Paving wins Paver of the Year Award once again from the Ontario Ministry of Transportation making it the only company in the province to have won this prestigious award 3 times!

2009 - The International Coach Federation-GTA Chapter selects Capital Paving as the 2009 PRISM Award winner in the Small Business Category.
